Monaghan Co Council has refused a planning application by Cignal Infrastructure Limited to construct a telecommunications tower on Coillte land in the area of Rossmore Forest Park in Monaghan Town. Cignal lodged the application with the local authority in March, stating that the mast was necessary to address mobile phone coverage blackspots. The plan provoked considerable opposition in the local community and among users of the Rossmore amenity, which was recently declared by Coillte as the second most visited public forest in the country. The Co Council announced their refusal decision last week having sought further information from the applicant in relation to the proposed development. Twenty-three submissions were received by the local authority in relation to the application. These included objections to the proposal by residents in the Gortakeegan and Killyconnigan areas, the Friends of Rossmore Park organisation, businesses in the area and local public representatives Seán Conlon and Seamus Treanor.
