AN BORD PLEANALA DENIES PLANNING PERMISSION FOR PROPOSED CASTLEBLAYNEY HOSTEL DEVELOPMENT

An appeal ruling by An Bord Pleanala has denied planning permission for a proposed hostel development on Castleblayney’s Main Street. In February, Monaghan Co Council granted planning permission to Mr Pat Leahy (care of Cunningham Design Associates Limited, Thornford Lodge, Broomfield, Castleblayney) for the change of use of a vacant takeaway premises at Drumillard, Castleblayney into hostel accommodation.

An appeal was subsequently lodged by Mr Dermot Tavey (care of Joseph O’Doherty, The Stand Field, Bellurgan, Dundalk, Co Louth) against the local authority decision in relation to the proposed development, which concerned the “change of use of vacant takeaway, restaurant and living accommodation to hostel accommodation at first and second floor level of existing three-storey mixed-used commercial building and all associated site development works at Drumillard, Castleblayney, Co Monaghan.” In the order denoting its decision to refuse permission, the planning appeals board set out as reasons and considerations: “The policies, as set out in the Monaghan Co Development Plan 2019-2025, facilitate the provision,,,
