MONAGHAN NURSING HOME SAYS STAFFING DEFICITS IDENTIFIED IN HIQA REPORT ARE BEING ADDRESSED

A private nursing home in Co Monaghan has said that new policies are being developed and additional training provided to staff in order to address non-compliance with standards identified in a report published last week by the Health Information and Quality Authority (HIQA).

The HIQA report on the Mullinahinch House facility said that staffing supervision and staffing levels, or what they referred to as “skill mix”, did not adequately meet the needs of residents.

An unannounced Compliance Monitoring Inspection carried out at the nursing home in December – the fifth the health watchdog had undertaken there – found that a high-dependency room was not adequately staffed to meet the needs of residents requiring 24-hour high-support nursing care. There was also evidence of “major negative outcomes” for residents, especially at night.

There were 55 people in residence at the nursing home when the inspection was carried out.

The report said that areas of ongoing non-compliance with legislation involved staff training in fire safety and fire drills; resident restraint management and care planning, and adequate staffing levels/skills mix and staff supervision.
“On this monitoring inspection,” the report noted, “inspectors also found major non-compliance with the legislation in relation to clinical governance and management processes, inadequate provision of appropriate medical and healthcare, including a high standard of nursing care for residents with deteriorating health and failure to adequately implement the procedures consistent with the Standards for the Prevention and Control of Healthcare Associated Infections, including antibiotic stewardship.”

Other findings constituting moderate non-compliance with the relevant legislation included “incomplete resident documentation and policies and procedures to inform evidenced based practice in the centre which posed a potential risk to residents of unsafe or/and inappropriate care.

“Restraint management was not of an adequate standard. A review of the governance procedures in the centre by inspectors did not provide evidence of adequate systems in place for monitoring the quality and safety of care including risk management procedures.”

In its response to the inspection report, Mullinahinch House stated that its statement of purpose, which describes the service provided within the centre, had now been amended to reflect the fact that the facility had a four-bedded unit and not a high-dependency unit, with the unit in question being appropriately re-categorised.
